Job Description

Provides financial administrative and subject matter support for research at Carle from study initiation through study closure. Coordinates and administers the research finance and billing responsibilities for sponsored and federally funded trials. Ensures compliance with research and regulatory policies and procedures related to Medicare Coverage Analysis. The primary role is to ensure accurate billing for clinical trial participants in accordance with federal regulations to maintain institutional compliance, and reduce financial and legal risk.

Bachelors Related Field

SOCRA two (2) years after hire.

One (1) year Finance/Accounting

Working knowledge of accounting and best practices. Working knowledge of CPT codes, ICD codes and billing rules. Clinical research billing or medicare billing experiences are preferred.

Essential Functions:

Serves as clinical research billing contact between Research Institute and study sponsors. Serves as subject-matter expert for research staff.
Assists in the projection of research related costs for budget proposals. Must be able to review a study protocol and translate the intensity of the work to develop appropriate budgets.
Invoices study sponsors as required by the study contract, and tracks payments received. Performs required follow-up to ensure payments are made.
Participates in budget and billing configurations in commercial CTMS, and utilizes CTMS functionality for financial management.
Performs Medicare Coverage Analysis on clinical trials to determine qualifying status and billable events. Applies coverage rules to assist with budget preparation and negotiation and complies with billing rules. Creates, negotiates, and documents research budgets and billing grids for trials conducted at Carle. In conjunction with Carle's legal department; reviews, negotiates and finalizes research agreements (primarily clinical trial agreements) with the sponsors. Supports budget development and justifications for Carle's federal grants, contracts and sub-awards. Complies with federal accounting requirements - including federal research grants. Reviews and codes research patient charges based on Medicare Coverage Analysis, sponsor budget, and applicable billing rules. Handles research guarantor charges and pays according to Carle policy and procedure. Collaborates with revenue cycle, patient accounts, and accounting departments to develop and ensure accurate research billing processes. Adheres to research approved fee schedules and /or price lists. Invoices study sponsors as required by the study contract, and tracks payments received. Performs required follow-up to ensure payments are made and maintain Accounts Receivable goals. Provides financial picture for operational feasibility of each study and as indicated, participates in feasibility meetings. Works closely with research teams in clinical research areas to meet research billing and financial needs. Works toward achieving and/or maintaining key performance indices for service (for example; keeping Epic billing queue and/or Accounts Receivable within department standards).
